Brendan O'Connor will become Human Services Minister replacing Tanya Plibersek in a cabinet reshuffle, according to an announcement by the Gillard Government.

Tanya Plibersek is expected to take over Nicola Roxon's Health portfolio and move into Cabinet.

Mental Health and Ageing Minister Mark Butler will keep his position but will join cabinet, where he will also take on social inclusion responsibilities.

According to the ABC news website Assistant Treasurer Bill Shorten is likely to be the biggest winner in the reshuffle.

Shorten is expected to take over the key Workplace Relations portfolio from Chris Evans and move into cabinet.

Brendan O'Connor – a Victorian – was elected to the safe seat of Gorton in 2004. He has been the Minister for Home Affairs and Justice, and Privacy and Freedom of Information.

He will join the early childhood and education team of School Education Minister Peter Garrett and Childcare Minister Kate Ellis.

Mr O'Connor will also assist Garrett with the 2012 implementation of the government's response to the Gonski review of school funding.

According to the Sydney Morning Herald, Health Minister Nicola Roxon is expected to become attorney-general, replacing Robert McClelland, who is rumoured to be moving into a national security role.
