Eastern Palliative Care (EPC) is dedicated to supporting individuals, families, and carers of those suffering a life-limiting illness in the last year of life in a community-based model of care.
  
As a member of the Executive, you will be leading the Nursing and Medical portfolio, and working closely with the Allied Health and Volunteer teams, to deliver the highest quality interdisciplinary clinical services.
  
You are a values-based collaborative leader in the for-purpose arena who inspires trust, while respecting the ethos and history of EPC. Your innovative, credible and flexible approach will be the key to success in this busy leadership role. Experience in palliative care in essential and community-based care is desirable. Post-graduate qualifications are highly regarded.

About the role

As a member of the Executive, the General Manager-Nursing & Medical Services (GMNMS) will be responsible to the Chief Executive Officer (CEO) for the overall management of nursing and medical services.  In collaboration with the CEO, the General Manager-Nursing & Medical Services will participate in the strategic development of EPC and ensure the provision of high-quality interdisciplinary services through leadership, strategic direction and solid operational management of service delivery staff and effective resource and revenue management.
  
The  GMNMS provides overall leadership and management of nursing and medical services in order to ensure:

  • The Purpose, Values and Code of Ethics of EPC are explicit in day-to-day operations.
  • The implementation of EPC’s strategic plan particularly in interdisciplinary service development and value based health care.
  • The provision of high quality palliative care, characterised by service innovation and person­ centred programs;
  • Ongoing financial sustainability based on sound business principles and maximisation of revenue; and
  • The development of collaborative relationships with EPC’s Partner Bodies, all levels of government, external stakeholders, sector peak bodies, and the community we serve.

Essential Education Qualifications/Competencies: 

  1. Appropriate Registration with AHPRA (Australian Health Practitioners Regulation Agency)
  2. Post graduate qualifications in relevant disciplines / area (i.e. Palliative Care, Management)
  3. Demonstrable commitment to the Purpose, Values and Code of Ethics of EPC.
  4. Knowledge of and experience in the delivery of specialist palliative care
  5. Demonstrated expertise and achievement at an executive/senior management level in service innovation, quality management and change management.
  6. Capacity for flexibility and emotional intelligence that promotes a dynamic values-based organisational culture and responsiveness to internal and external pressures and impacts.
  7. Exceptional communication skills in professional and public contexts.
  8. Current Victorian driver’s licence, good driving record.

Desirable Qualifications/Competencies:

  1. Experience in the provision of care in the community
  2. Knowledge of value-based health care principles and frameworks
  3. Demonstrates curiosity, reflective practice and openness to continuous improvement and new ways of working and service delivery.
  4. Strong level of stakeholder engagement.
  5. Experience in change management and/or delivery of strategic imperatives in the health field

  • Lead and manage portfolio responsibilities as delegated by the CEO within an interdisciplinary framework and value based health care principles.
  • Work strategically and collaboratively with the Committee of Management and Executive to develop and achieve strategic and business plans, introducing flexible, innovative and best practice service models.
  • Establish and develop links and relationships with major external stakeholders.
  • Lead and promote a culture of values-based interdisciplinary collaboration and client-centric care.
  • Ensure that all decisions are aligned with the Purpose, Values, and the Code of Ethics of EPC.

Demonstrated experience in clinical governance and managing the provision of a high quality, interdisciplinary client focused service.

Key Result Indicators:

  • Co-Chair the Clinical Council, Chair the Nursing Leadership Committee and lead agenda items for the Clinical Governance Subcommittee
  • Support Nursing and Medical staff to deliver interdisciplinary holistic palliative care to clients and carers within a framework of value based health care and industry standards.
  • Ensure Nursing and Medical Services and Allied Health align and work effectively and collaboratively to deliver best practice community specialist palliative care.
  • Use available data to analyse and report on service performance and benchmarks
  • Lead, innovate, and implement agreed quality improvement priorities.
  • Facilitate effective internal and external relationships.
  • Provision of education internally and when required externally.
  • Facilitate the regular review of current service effectiveness and develop new services in response to identified community need and in accordance with organisational policy and strategic direction.
  • Respond to clinical need as required.

Demonstrated ability to manage staff and financial resources.

Key Result Indicators:

  • In line with EPC’s values, promote a positive, transparent, and trusting culture across the organisation that embeds and promotes a client centric interdisciplinary service model and is a consistent culture across the organisation.
  • Recruit for and manage to, the values of EPC utilising the organisational performance management framework.
  • Ensure the effective and efficient use of resources and accountability in the use of public funding.
  • Demonstrate experience in financial and business management including budget setting and performance reporting.
  • Working closely with the General Manager Allied Health, demonstrate the skills and behaviours required for the leadership, management and development of an interdisciplinary team.
  • Exhibit high level skills in reporting, communication, problem solving, and decision making.
  • Liaise with Manager-Human Resources and Communications to ensure sound human resource and industrial relations practices.
  • Ability to coach and support staff in leadership and management competencies and through operational and change initiatives.

Demonstrates a commitment to quality, continuous improvement, occupational health and safety and risk management.

Key Result Indicators:

  • Contribute to the identification and management of clinical and organisational risk and compliance
  • Demonstrated ability to foster and collaborate in the development and achievement of best practice quality processes and accreditation.
  • Action and ensure that all hazardous conditions, injuries and near misses are reported immediately to the Quality, Risk and Compliance Manager
  • Take responsibility for own health and safety and that of others who may be affected by workplace conduct.
