About the role
As Kaiela Arts’ Treasurer you will have oversight over the organisation’s financial position and future financial planning. You will be able to both support financial governance and assist with hands-on financial management tasks.
Specific to your duties as Treasurer, you will work closely with the Manager and external financial manager/bookkeeper, PH Arts Tax, and auditor in the preparation and review of financial policies and procedures, the annual budget, regular financial reporting and monitoring, annual audit, annual report and AGM.
You will Chair and convene a Finance and Audit Committee, with a view to increase Kaiela Arts’ financial literacy and mitigate potential financial risks.
Prior experience of accounting, bookkeeping and budget management are desirable. Prior experience as a Board member or reporting to Boards is also preferred, but not essential.
In addition to your specific Treasurer duties, you will be an active member of the Kaiela Arts Board and participate in all shared governance duties, including but not limited to:
- Setting the strategic direction for the organisation
- Overseeing the organisation’s performance against its strategy
- Identifying and advising on sector trends, risks and opportunities
- Advising and supporting the Manager and other staff, as required
- Contribute to the preparation of Board papers and presentations, as required
- Participating in relevant sub-committees and working groups
- Complying with Directors Duties and Kaiela Arts policies
- Attending all Board meetings
You will be committed to Kaiela Arts values and purpose of connecting and empowering Aboriginal people in the Kaiela-Dungala region through the provision of space, resources and platforms to tell their stories through art, and towards achieving parity and prosperity for Aboriginal people in the region through skills development, training, employment and economic opportunities.
Time commitment required: Time commitments will vary throughout the financial year. Peak times will be year-end reporting and audit, and annual strategic planning and review. Board meetings are held on the fourth Wednesday of every month in the evening for 2-2.5 hours (plus time for report preparation and review). Monthly reports, accounts reconciliation and other financial administration support for the Manager or PH Arts Tax will also at times be necessary.
Duration of tenure: Minimum two year term.
KEY RESPONSIBILITIES
A major focus for the Board in the next 12 months is building and strengthening the systems required to ensure Kaiela Arts’ long-term viability. Priorities include:
- Reviewing and strengthening operational management systems and structures, and strengthening and enhancing our policy compliance.
- Establishing appropriate financial management procedures that are fit-for-purpose for our income generation goals.
- Building the skills and capacity of our staff.
- Sustainably, increasing and diversifying income generation.
- Strengthening and evolving our governance structures to suit the emerging needs of our growing organisation.
The responsibilities of the Treasurer, includes but is not limited to:
Governance, strategy and compliance
- Acting in accordance with Kaiela Arts’ Constitution and applicable legislation (including the Australian Charities & Not for Profits Commission (ACNC) and the Corporations Act)
- Supporting compliance with all tax and regulatory obligations as outlined by the Australian Taxation Office (ATO) and ACNC
- Acting in accordance with, and contributing to overseeing compliance with, all Kaiela Arts policies and processes – and immediately reporting critical incidents or other major risks to the Board
- Contributing to the development and review of relevant policies and processes, especially related to financial management
- Chair and convene a Finance and Audit Sub-Committee
- Provide advice relating to financial sustainability, risk and opportunities.
Financial management
- Support the organisation’s financial management and administration, in collaboration with the Manager and PH Arts Tax
- Provide the Board with regular updates on our financial situation including:
- Contributing to monthly expenditure reconciliation
- Monthly and quarterly cash flow, profit and loss, balance sheet and liabilities
- Support the production and presentation of annual financial reports
- Support the Manager and Board in monitoring how the organisation performs against budget
- Work with the Manager, Finance and Audit Committee and auditor, to deliver our annual financial audit in a timely manner – and implement the auditor’s recommendations.
Financial administration
- Support the Manager in the preparation of the annual budget and effective management of the organisation’s resources
- Assist the Manager in overseeing payroll, with the support of PH Arts Tax.
- Manage a sustainable relationship with PH Arts Tax.
Income generation and organisational development
- Contribute to the development of an income generation strategy, as led by the Manager, that is fiscally appropriate and relevant to the organisation’s capacity for scalability.
Other
- Committed, regular attendance and participation in Board meeting and all relevant sub-committee meetings.
- Contribute to building the brand and reputation of the organisation, including by representing Kaiela Arts at sector and community events, and where appropriate act as a spokesperson at public forums.
- Champion community participation and engagement in Kaiela Arts’ work.
- Contribute to achieving Kaiela Arts’ strategic plan and broader purpose.
About the organisation
Established in 2006, Kaiela Arts Shepparton is a not-for-profit Aboriginal, community run arts centre located in Shepparton, providing an important space for Aboriginal artists and community to tell their stories through art, to build pathways to recognition and economic dependence, and to develop sustainable careers as artists and artworkers. We prioritise employment and skills development of local Aboriginal people and we are governed by 9 Directors with a majority Aboriginal Board. We receive 4 year operational funding from Creative Victoria and are one of only two federally funded (IVAIS) Aboriginal Arts Centres in Victoria. We are carefully expanding our operations to include social enterprise that will self-generate income and new employment opportunities for Aboriginal artists and community. In March 2021 Kaiela Arts relocated into the new SAM (Shepparton Art Museum) building. This relocation has substantially increased our profile and has expanded our operations. We have committed to being a plan champion for the Kaiela Institute’s Goulburn Murray Regional Prosperity Plan, the vision of which is to generate a thriving and sustainable First Nations economy in our region, drawing upon the many strengths of the First Nations people who reside in the region. It promises 460+ new jobs for Aboriginal people within the region by 2036 and Kaiela Arts will be at the centre of this work alongside other First Nations businesses and organisations in the region.a
